Are certain First Person Shooters Just Re-Skinned Every Year To Get Money From Short-Attentioned fanboys/girls

Games like Call of Duty, BattleField4, Etc. Are they re-skinned "cash grabs" and should this become a norm.... making a incomplete game and adding DLC that should be in the game anyway? Tell me your opinion.        

Fallout 4 Review

Is Fallout 4 worth the 60$? If so please support pro's and con's of the game personally I enjoy the game, but the FPS drops are sometimes crazy. Please comment on this and give your opinion.
